Shepherds of God's people

Today, we used to call "pastors" of local churches as "Shepherds" but the study showed that "elders, deacons and deaconesses, evangelists, apostles, prophets, clergy and laity alike, too, are Shepherds of God's people. Even though there are gifted ones in the church.

Not Official, But Functional

It seems to me that the word "shepherd" is almost always used in the Bible as "it's functional sense" but never as official title. Because extra biblical sources traced in the book indicates that it was also used even for pagan kings and deities.
